In order to make the referral program more affiliate program alike, It would be great if we could set up the reward a % of the referred customer's purchase, without taxes, shipping costs.

Thanks. The reasoning behind this is people can create new accounts just to have a guaranteed discount for every purchase.

At the moment, the discount offered to the referred customer can indeed be set as either a percentage or a fixed amount — you’re free to choose what works best.
As for the reward given to the advocate, it is currently limited to a fixed amount. That said, we truly appreciate your idea of making it percentage-based (excluding taxes and shipping), and we’ve added it to our feature review list. If we move forward with this in a future iteration, we’ll be sure to keep you updated on the progress.
